TikTok publishes hard minimums in its Ads Manager help center. They apply to every advertiser in USD.

A few rules from the same help center matter when you plan:

  • An ad group lifetime budget for a 31-day flight needs at least $620 ($20 x 31).
  • You cannot switch between daily and lifetime budget once a campaign or ad group is live. You can change the amount.
  • The campaign budget should not be lower than the ad group budget, or delivery can stall.
  • Setting the campaign budget to No Limit and controlling spend at the ad group is TikTok's simplest option.
  • When an ad group spends its budget, delivery pauses automatically.

So the smallest real TikTok campaign is one ad group at just over $20 a day under a campaign with No Limit, or just over $50 a day if you set a campaign budget. In practice that is $600-$1,500 a month before you have learned anything.

How TikTok bidding works

TikTok runs an auction for each impression. You choose an objective, an optimization goal and a bid strategy, and TikTok bids for you within your budget.

  • Maximum Delivery (shown as Maximum Results in some objectives) spends your budget to get as many results as possible, with no cost target. TikTok recommends it when volume matters more than cost per result.
  • Cost Cap (shown as Target Cost per Result) aims to keep the average cost per action at or near a target over the campaign. If the target is too low, the ad group under-spends; TikTok's fix is to raise the target or switch to Maximum Delivery.

Pricing models include CPM, CPC and oCPM. oCPM is the optimized model used when you optimize for an outcome such as conversions or app installs, and it supports both bid strategies above. Which model applies is set by your objective and optimization goal, not chosen separately.

What drives TikTok ads cost

Creative

Spark Ads

Spark Ads run an existing organic post, from your account or a creator's with their authorization, as an ad. TikTok's help center says all views, comments, shares, likes and follows from the paid boost are attributed to the original post. Objective and optimization goal

Reach and video view objectives buy cheap impressions. Conversion objectives cost more per impression because TikTok bids for a narrower set of people. Compare objectives on cost per result, not CPM.

Season

Like every auction, TikTok gets more expensive in Q4. Expect higher CPMs from October through the holidays and start creative testing earlier.

Creative fatigue

Worked example: a $50-a-day ecommerce test

A US home goods brand runs a conversion campaign at $50 a day, split into two ad groups at $25 each (both above the $20 minimum). Assume an $8 CPM, a 0.8% CTR and a 2% conversion rate on the landing page.

Thirty purchases across two ad groups is about 15 each a month. That is enough to compare two creative angles, not enough to scale either with confidence. If $50 per purchase works on margin, the next step is to put the winning video into a Spark Ad with a creator and raise its ad group to $50 a day. If $50 is above what a first order earns, the fix is creative and conversion rate, not more budget: the same spend at a 1.2% CTR lifts purchases from 30 to about 45 and cuts the cost per purchase to about $33.

How much to budget by goal

The minimums tell you what TikTok will accept. The goal tells you what will produce a readable result. A useful rule is to give each ad group enough budget to reach several results a day on its optimization event.

Divide your expected cost per result into the ad group budget. At a $40 cost per purchase, a $25 ad group buys well under one purchase a day, which is too thin to judge in a week. Either raise the budget, run fewer ad groups, or optimize for an earlier event such as add to cart until the pixel has data.
