What changed

  1. Sep 10, 2026OpenAI updated its Ad Policies. Trade press reports the refresh restricts ads for competing image and audio generation AI services; the policy page itself does not spell that out.

What are ChatGPT ads?

ChatGPT ads are sponsored cards placed below the end of a ChatGPT answer, shown only to logged-in adults on the Free and Go plans. OpenAI announced them on January 16, 2026 and started serving them in the US on February 9, 2026.

The unit is small and deliberately separate from the answer. A card carries the advertiser name, favicon, a title, a line of copy, an image and a landing page link. It is labeled "Sponsored" and sits in its own box once ChatGPT has finished responding, above the same disclaimer every time: "Ads do not influence the answers you get from ChatGPT. Your chats stay private."

The naming is unsettled, and the variants all mean this one unit: ChatGPT ads, ChatGPT advertisements, chat GPT ads, ads in ChatGPT, ads on ChatGPT, and OpenAI ads. OpenAI itself says "ads in ChatGPT" in its help pages and "ChatGPT Ads" on its advertiser site. What none of them mean is the media OpenAI buys for itself elsewhere, which is a different page: OpenAI's own ad creatives on Meta, Google and LinkedIn.

Fidji Simo's January 16, 2026 post set out five ads principles: mission alignment, answer independence, conversation privacy, choice and control, and long-term value. In practice: ads never change the organic answer, advertisers never see a chat, users can switch personalization off or pay to remove ads, and OpenAI says it does not optimize for time spent.

The business moved fast. Six weeks in, the pilot hit a $100M annualized run rate (EMARKETER). On August 31, 2026 OpenAI reported a $1B annualized run rate in under 200 days, 1B+ weekly active users on the ad-supported tier, tens of thousands of advertisers and 40+ countries. Perplexity went the other way and wound down its ads program in February 2026, citing trust (Campaign US).

What do ChatGPT ads look like?

Every ChatGPT ad is a chat card or a product feed ad; the API exposes exactly two creative types, chat_card and product_ad_template. In the wild they appear as six layouts, from a single text card to a product carousel.

The chat card is the unit you build by hand; its API name is chat_card. Title: 50 characters max, 16 to 24 recommended. Copy: 100 characters max, 32 to 48 recommended. Image: PNG or JPG, square, no larger than 1200x1200. The landing page must let OAI-AdsBot crawl it. No CTA picker, no sitelinks, no video; the preview truncates a headline at roughly 35 characters, so front-load the message.

Product feed ads use the second creative type, product_ad_template. You connect a catalog by CSV or TXT upload, hosted URL or SFTP, and OpenAI assembles the ad from product images, titles, ratings and prices. Items expire after 14 days, so automate the feed. Since August 2026 several products from one retailer can render as a carousel; OpenAI, not the advertiser, decides single or carousel (Digiday).

What does not exist: sidebar ads, "sponsored answers", video units and Sora ads. Sora was reportedly discontinued in March 2026 (Ad Age), and the Ads API has no video type. Digiday reported tests of dynamic CTA buttons and a commerce layout with price and reviews on May 21, 2026; neither is documented by OpenAI yet.

Who sees ChatGPT ads, and who never does?

Only logged-in adults on the Free and Go plans see ads. Every paid plan above Go is ad-free, minors are excluded, and ads never appear in Temporary Chats or the ChatGPT Atlas browser.

The Ads-Free option. Free users can now pick Ads-Free under Settings > Ads controls. The trade is lower message limits and fewer tools (image generation and deep research drop out). Upgrading to Plus or Pro removes ads with no such limits. For advertisers the pool therefore skews price-sensitive: one r/PPC thread argued OpenAI handed its highest-value users a built-in ad blocker by keeping every paid tier ad-free.

How big is the pool? In March EMARKETER estimated 85% of users eligible but under 20% seeing an ad on a given day (EMARKETER). By August, SE Ranking found ads on 25.94% of commercial prompts (SE Ranking, 50K prompts), against 29.45% for Google AI Mode (Search Engine Land).

User controls. Personalization off (ads then use the current thread only), dismiss, "why this ad", and delete ad data, which OpenAI keeps for up to 30 days. Advertisers get aggregate views and clicks, never a conversation.

How does targeting work without keywords?

There are no keywords. You write context hints at the ad-group level describing the conversations your ad belongs in, and OpenAI matches ads to the topic of the current chat, the landing page and, with personalization on, past chats and memory.

Not a keyword buy
David Dugan, OpenAI's head of global ads solutions, put it plainly: ChatGPT advertising is "not a keyword-based buy, so it's different from traditional search" (Stacker, Sep 10, 2026). You describe a customer, you do not bid on a query.

Context hints are free-text phrases attached to an ad group, up to 2,000 per group in the API. OpenAI is explicit that they are not exact-match controls and do not force delivery; they are one input alongside the chat itself, your landing page, and your title and copy. Length cuts both ways: one advertiser wrote about 1,000 words of hints and got almost no delivery until trimming to a few hundred, while Workshop Digital measured keyword-style hints at 1.2% CTR against 0.9% for conversational phrasing.

Custom audiences take emails, phone numbers, SHA-256 hashes of either, or Google Advertising IDs. Inclusion and bid multipliers need 25,000 matched users; exclusions have no minimum. Product feed campaigns target at country level only. In test: exclusion targeting, a way to name contexts you do not want to appear next to, is running with a limited group (Adweek, Aug 26, 2026). How much do ChatGPT ads cost?

The minimum daily budget is $25 in the US, there is no account-level minimum, and OpenAI recommends a $3 to $5 starting CPC bid. Reported CPMs fell from $60 at launch to $15 to $45 in the open auction.

Pricing is a second-price auction. Each ad group runs Maximize results (default for eligible new groups, no CPA or ROAS guarantee) or a manual max bid. At the $25 floor and a $3 to $5 CPC you get five to eight clicks a day, so a readable test is closer to $1,000 to $2,000 a month.

How do you buy ChatGPT ads?

There are three routes: the self-serve OpenAI Ads Manager (Beta), the OpenAI Ads Solutions team for larger budgets, and agency or technology partners such as WPP, Omnicom, Publicis, Dentsu, Adobe, Criteo, Kargo, Pacvue and StackAdapt.

  • Self-serve in Ads Manager. Sign up at ads.openai.com with an OpenAI account on a work email, verify the business through Persona, add billing, then build campaigns in a guided flow or by bulk upload. No minimum spend, still labeled Beta, open in more than 50 countries. Country, currency and time zone are fixed at signup.
  • The OpenAI Ads Solutions team. The managed route for larger advertisers and for markets where self-serve has not opened, reached through the interest form on ads.openai.com. This is how the February pilot ran at a reported $200K minimum and how the first European markets opened in August.
  • Agency and technology partners. OpenAI's May 5, 2026 announcement named Dentsu, Omnicom, Publicis and WPP on the agency side and Adobe, Criteo, Kargo, Pacvue and StackAdapt on the technology side; it now counts more than 50 technology and measurement partners. Some partners set their own minimums.

There is also an Ads API at api.ads.openai.com/v1 with keys scoped to one ad account; partners and larger in-house teams use it. Self-serve does not let agencies open accounts on behalf of clients, so the client owns the account and invites the agency.

How do you measure ChatGPT ads?

OpenAI provides a JavaScript pixel and a Conversions API, joined by a click ID called oppref. Reporting covers impressions, clicks, spend, CTR, average CPC, average CPM, conversions and ROAS, with no prompt-level data and no third-party verification.

  • Pixel. The oaiq snippet loads from bzrcdn.openai.com with a pixel ID from the Conversions tab. It reads the click ID from the landing URL and stores it in a first-party __oppref cookie.
  • Conversions API. Server-side events post to bzr.openai.com with the same pixel ID, up to 1,000 events per batch. Send the same event ID from pixel and API and OpenAI deduplicates.
  • oppref. The OpenAI click reference appended to every landing URL as ?oppref=.... Persist it through redirects and forms or conversions will not attribute; this is the most common failure in practitioner write-ups.
  • Events. page_viewed, contents_viewed, items_added, checkout_started, order_created, lead_created, registration_completed, appointment_scheduled, subscription_created, trial_started and custom, plus app_installed and app_opened via the API. Amounts go in minor units (4999 for $49.99); only order_created feeds the Sales and ROAS columns.
  • Windows. The click window is configurable, 30 days by default. View-through is a fixed one day, reported separately; OpenAI says not to add it to Conversions.
  • Delays. Impressions and clicks appear within minutes, but delivery can lag reporting by up to 7 hours; conversions take 24 to 48 hours.
  • Partners. Mobile measurement through AppsFlyer and Adjust only. Web integrations with Fospha, Hightouch, LiveRamp, Triple Whale and WorkMagic. Automatic Advanced Matching is on by default for new pixels and mandatory for existing ones since August 17, 2026 (Search Engine Roundtable).

What is missing. No prompt-level reporting, so you never learn which conversation triggered a click. No reach and frequency, no demographics, no incrementality tooling, no IAS, DoubleVerify or MRC accreditation. Click counts also run ahead of analytics: Symphonic Digital logged 53 clicks against 35 GA4 sessions, one agency told Adweek it saw 57 clicks against fewer than 20 analytics visits, and an r/PPC thread on measurement reports demo requests landing as direct traffic. Run your own UTMs alongside the pixel from day one.

How do ChatGPT ads compare with Google Ads and Meta?

ChatGPT ads reach people mid-conversation with no keyword control, at click rates near 1% against 6.64% on Google Search. Google still owns captured demand and Meta still owns audience targeting; ChatGPT is incremental consideration reach, tested at 5 to 10% of search budget.

Google is not standing still. Ads already run inside AI Overviews, served from existing Search, Shopping and Performance Max campaigns with no separate bid; four AI Mode formats were announced on May 20, 2026 with no general availability date; there are still no ads in the Gemini app. Copilot ads run from existing Microsoft Advertising campaigns. Your Google budget already buys AI surfaces; ChatGPT is the only one you buy separately.

Do ChatGPT ads work yet?

The evidence is split. OpenAI publishes four customer stories with strong ROAS and cost-per-signup numbers, while independent agency tests report sub-1% click rates and zero conversions. It works for research-stage offers with a clear next step, not yet for everyone.

Two more signals. OpenAI told Adweek the ad dismissal rate has fallen 50% since February (Adweek). Yet 63% of consumers say ads reduce their trust in AI answers (Ipsos) while 83% would keep using a free tier that carries them (Forrester), both via EMARKETER. The pattern: winners sell something a researcher can act on in one visit, a PC build, a signup, a legal document. Losers sold consultations to people still thinking.

What are the policies, and where is the brand safety gap?

OpenAI bans political ads and keeps ads away from personal health, mental health and politics, with finance, healthcare and legal advertisers needing manual approval. Independent measurement found ads on 28.69% of healthcare prompts, so enforcement and policy do not yet match.

The policy. OpenAI's Ad Policies were first published in March 2026 and last updated on September 10, 2026. Political content is prohibited outright, as are adult content and dating apps, alcohol and tobacco, gambling, cannabis, counterfeits and scam offers are disallowed outright. Financial services, healthcare and legal services are restricted: manual review plus, where applicable, extra advertiser verification. Creative must be truthful and clearly distinguishable from ChatGPT's own output; landing pages must match the offer and allow OAI-AdsBot. Trade press reports the September 10 update also restricts ads for competing image and audio generation services; that clause is not visible in the policy text we retrieved.

The gap. OpenAI has said since January that ads are not eligible near sensitive topics like health, mental health or politics. SE Ranking's study of more than 50,000 commercial prompts found ChatGPT served ads on 28.69% of healthcare prompts, against 2.64% for Google AI Mode, and on 28.76% of news and politics prompts against 6.8% (Search Engine Land, Aug 10, 2026). The same study found 14.35% of ads semantically unrelated to the prompt, and only 3.63% of advertisers cited in the answer above their own ad.

What you control today. Very little. No keyword negatives, no topic blocklists, no third-party verification; adjacency is decided by OpenAI's classifiers. Exclusion targeting is in a limited test (Adweek), and buyers told Adweek on September 8 they still want prompt-level visibility and incrementality tooling. Where are ChatGPT ads available?

Ads serve to users in 40+ countries: the US, Canada, Australia, New Zealand, the UK, Mexico, Brazil, Japan, South Korea, 31 European countries and India. Self-serve Ads Manager is open in more than 50 countries; elsewhere you register and wait, or buy through the Ads Solutions team.

Two lists matter and they differ. The first is where ads are shown to users (the launch order above). The second is where an advertiser can open a self-serve account, which OpenAI keeps in its availability article: more than 50 countries across North America, Europe, the Middle East and North Africa, India, Japan, Korea, Brazil, Mexico, Australia and New Zealand. The billed legal entity must sit in a listed country, and the country you pick at signup fixes currency and time zone for good.

If your country is not listed you can still register to be notified, or go through the Ads Solutions team or a partner. Expect lag between an announcement and the button working: one European advertiser found Ads Manager still saying "not available for my country" the day after the August launch.

How much do ChatGPT ads cost?

The minimum daily budget is $25 in the US (15 in EUR or GBP, 725 INR), with no account-level minimum since May 5, 2026. OpenAI recommends a $3 to $5 starting CPC bid. Press-reported CPMs were $60 at launch and $15 to $45 afterward; practitioner CPCs run $3 to $9. New advertisers get a $500 credit after spending $500.

Can you target keywords in ChatGPT ads?

No. ChatGPT ads use context hints, free-text descriptions of the conversations your product fits, written at the ad-group level and matched against the current chat, your landing page and your creative. You can also target by country, US state, DMA or ZIP, by platform, and with custom audiences of 25,000+ matched users. No demographic, interest or dayparting targeting exists.

What do ChatGPT ads look like?

A chat card with the advertiser name, favicon, a title of up to 50 characters, copy of up to 100 characters, a square image and a link, labeled Sponsored and placed after the answer. Retailers can also run product feed ads and carousels built from a catalog. Six layouts have been documented; none are video, sidebar or sponsored-answer formats.

Do ads change the answers ChatGPT gives?

OpenAI says no and prints the disclaimer under every ad. Answer independence is one of its five ads principles: the answer is generated first and the ad is a separate unit below it. Independent data supports the separation but not the relevance: SE Ranking found 3.63% of advertisers cited in the answer above their ad and 14.35% of ads unrelated to the prompt.

How do I get access to OpenAI Ads Manager?

Sign up at ads.openai.com with an OpenAI account tied to a work email, complete Persona verification, add a billing profile and card, and invite your team. There is no waitlist in the more than 50 countries where self-serve is open. Elsewhere, register to be notified or contact the OpenAI Ads Solutions team.

How are ChatGPT ads measured?

Through the oaiq pixel and the Conversions API, joined by a click ID called oppref that OpenAI appends to your landing URL and stores in a first-party cookie. Ads Manager reports impressions, clicks, spend, CTR, CPC, CPM, conversions and ROAS. Click attribution defaults to 30 days; view-through is a fixed one day. There is no prompt-level reporting and no third-party verification.

Are ChatGPT ads worth it in 2026?

For some advertisers. OpenAI publishes results like Newegg at 3x ROAS and Jotform at 60% lower cost per signup than paid social, while independent agency tests report 0.6% to 1.1% CTRs and zero conversions. Click rates sit near 1% against 6.64% on Google Search. Test it at 5 to 10% of search budget, on offers a researcher can act on immediately.

No. The Ads API has exactly two creative types, chat_card and product_ad_template, and neither supports video. Sora was reportedly discontinued in March 2026 according to Ad Age, and no Sora ad product ever shipped. Press has reported tests of dynamic CTA buttons and a richer commerce layout, neither documented by OpenAI yet.
