Google Ads stays your default for demand that already exists; ChatGPT ads buy a cheaper click from someone earlier in the decision, so test 5 to 10% of your search budget there rather than shift it. Short answer
- Google Search keeps captured demand. Someone typing "emergency plumber near me" is a click you can win today at a known cost. ChatGPT click-through runs about seven times lower and every published conversion test lands well below Google.
- ChatGPT is incremental consideration reach. The person asking how to stop a basement flooding has not searched for a plumber. A chat card under that answer is a cheaper click, earlier in the decision.
- Test 5 to 10% of search budget. The floor is $25 a day with no account minimum, OpenAI's starting bid guidance is $3 to $5, and conversions post 24 to 48 hours late. Install tracking first and judge on cost per acquisition.

How each platform finds your customer (keyword vs conversation)
Google Search matches an ad to a query. You bid on keywords, add negatives, and see the search terms that triggered spend. The person typed what they want.
ChatGPT matches an ad to a conversation. There are no keywords. You write context hints, free-text phrases at the ad-group level (up to 2,000 per group) describing the conversations you want to appear in, and OpenAI weighs those against the thread, your landing page, title and copy. The Help Center says hints are not exact-match keywords and not guaranteed placement rules.
Placement follows from matching. A Google ad sits above the results, before the person has an answer. A ChatGPT ad sits below the end of the response, after they have one, labeled "Sponsored". That ordering explains most of the click-through gap below, and it is why SE Ranking's study of 50,000 commercial prompts found only 3.63% of advertisers cited in the answer above their own ad.
Cost: CPC, CPM, minimums
Google. WordStream's 2026 benchmarks cover 13,474 US search campaigns from April 1, 2025 to March 31, 2026: average CPC $5.42, average cost per lead $66.69. WordStream publishes no Search CPM, so we use none.
ChatGPT. OpenAI's only bid guidance is a $3 to $5 starting CPC, with a $60 default max CPM in the Ads Manager UI. Digiday reported observed CPMs of $15 to $45 by April 2026, down from $60 at launch. r/PPC practitioners report $3 to $9 CPCs; one agency test in Adweek paid $7. Vendor blogs put software and finance CPCs at $8 to $18 (vendor-reported).
Minimums. ChatGPT launched with a reported $200K commitment in February 2026, cut it to $50K in April, and dropped it when the self-serve Ads Manager opened on May 5, 2026. Read together: ChatGPT clicks are about seven times rarer per impression, and in the one controlled test they converted at roughly one eighteenth of the Google rate and left in less than half the time. Criteo's 1.5x cuts the other way, but it measures users who arrived from an LLM by any route, not ad clicks, and Walmart's 3x lower is the retailer-side counterweight in the same month. OpenAI publishes no conversion benchmark of its own.
Practitioner data agrees on direction. Workshop Digital spent $2,319 across three B2B verticals: 1.1% CTR at $3.14 CPC against 5.2% and $6.76 on their own Google Search, zero qualified leads versus two. The upside is OpenAI's own case studies, such as a reported 3x ROAS over 28 days for one ecommerce advertiser; those are advertiser-supplied and platform-selected, so treat them as the ceiling.
Targeting and control
This is the widest gap. Google gives you keywords, match types, negatives, device, demographics, in-market and affinity segments, remarketing, Customer Match, ad scheduling and bid adjustments on all of it.
ChatGPT gives you, per the Help Center: country (US adds state, DMA and ZIP), platform (iOS and Android app or web, desktop web), custom audiences with a 25,000 matched-user minimum for inclusion and 0.1x to 10x bid multipliers, and context hints. With personalization on, OpenAI also uses past chats, memory and ad history; you do not control that. Not available: keywords, demographics, interests, dayparting, frequency caps. Negative targeting is in a limited test Adweek reported on August 26, 2026. The r/PPC consensus: hints are a black box, shorter lists deliver more, and you never see what the person typed.
Formats and creative
Two creative types exist in OpenAI's Ads API: the chat card and the product feed ad. The chat card carries advertiser name, favicon, a title (50 characters max, 16 to 24 recommended), copy (100 max, 32 to 48 recommended), a square image and a landing page. Product feed ads are built by OpenAI from your catalog, and since August 2026 OpenAI decides between one product and a carousel. No video, no sitelinks, no CTA picker.

Google Search has responsive search ads with up to 15 headlines, Shopping, sitelinks, callouts, image assets and lead forms. One ChatGPT detail with no Google analogue: a "Text customization" toggle, on by default, lets OpenAI show personalized and translated versions of your copy without your review.
Measurement and attribution
ChatGPT ships an oaiq pixel and a Conversions API. The click ID is oppref, appended to the landing URL and stored in a first-party __oppref cookie; server-side events dedupe on a shared event ID. The click window is configurable (30 days default); view-through is fixed at one day. Reporting lags up to 7 hours and conversions post 24 to 48 hours later. Per Improvado's audit: no MRC accreditation, no IAS or DoubleVerify, no reach and frequency, no incrementality tooling, no prompt-level data.
The gap shows up as missing clicks. In the Adweek cases, one advertiser saw 57 reported clicks against fewer than 20 GA4 visits. An r/PPC thread from May 2026 found ChatGPT demo requests landing as direct traffic. Run UTMs alongside the pixel and reconcile clicks to sessions before you trust a CPA.
Brand safety
On Google you exclude placements, set content suitability and plug in verification vendors. On ChatGPT, OpenAI decides adjacency: ads are excluded near personal health, mental health and politics by policy, political ads are banned, and the advertiser has no blocklist.
Policy and observed behavior do not fully match. SE Ranking's August 2026 study found ads on 28.69% of healthcare prompts on ChatGPT against 2.64% on Google AI Mode, and 14.35% of ChatGPT ads semantically unrelated to the prompt. If adjacency is a hard constraint for your brand, keep the ChatGPT line small until exclusion controls ship.
Audience: who is actually in the ad pool
ChatGPT ads show to logged-in adults on the Free and Go (US $8 a month) plans. They never show to Plus, Pro, Business, Enterprise or Edu accounts, to accounts identified as under 18, in Temporary Chats, or in the ChatGPT Atlas browser. Personalized ads are unavailable in the EEA and Switzerland, and Free users can now pick an Ads-Free option in exchange for lower message limits.
That is the critique in a September 7, 2026 r/PPC thread: the higher-income users who pay for Plus and Pro are the buyers Google reaches, and they are ad-free on ChatGPT, so the pool skews to price-sensitive Free and Go users. The poster's framing was that OpenAI handed its most valuable users a built-in ad blocker. The counterargument, in a16z's analysis, is scale: only 5 to 10% of users pay, so Free and Go is nearly all of 1B+ weekly active users; EMARKETER put 85% of users as ad-eligible.
Google's own AI ad surfaces
- AI Overviews: ads live. Served from existing Search, Shopping and Performance Max campaigns with no separate campaign type, bid or opt-out, expanded globally in December 2025 per Leapbuzz. If you run Google Search you already buy this.
- AI Mode: ads present, formats in test. Digital Applied, compiling BrightEdge, Ahrefs and Seer data, reported ads in 25.5% of AI Mode results in March 2026, up from about 3% in January 2025. SE Ranking's August 2026 study measured ads on 29.45% of commercial prompts in AI Mode against 25.94% on ChatGPT. Four conversational formats were announced on May 20, 2026 with no general availability date.
- Gemini app: no ads. None as of August 2026; Google's Dan Taylor said in December 2025 there were no current plans (Leapbuzz).
Elsewhere, Perplexity wound down its ads program in February 2026 citing trust.
Which businesses should test ChatGPT ads now
The best vertical data comes from one r/PPC practitioner who spent about $34K across niches in mid-2026 (more in our Reddit roundup). Paraphrased:

The pattern is not "local wins" or "legal wins"; PI and DWI worked while criminal defense and employment law did not. The practitioner's rule: define the questions a customer asks before, during and after the moment of need, and write hints for those. Niches where people research a problem in conversation before they know what to search for (a flooded basement, a car abroad, a property in another country) convert. Niches where an event sends people straight to Google, or where the buyer is on a paid plan (SaaS), do not.
When ChatGPT wins: home and property services, travel and rental, cross-border or high-ticket purchases, consultative legal and professional services, any offer people research by asking questions. When Google wins: emergency and event-triggered demand, low-AOV ecommerce outside the product-feed format, anything you must measure to the dollar this quarter, and audiences that skew to paid ChatGPT tiers.
A 14-day test plan
Run both platforms on the same offer and landing page for two weeks, and judge on a like-for-like cost per acquisition. Budget $50 to $75 a day on ChatGPT ($25 is the floor but unreadable) against a matched Google Search campaign: $700 to $1,050 over two weeks, roughly 140 to 350 ChatGPT clicks at $3 to $5 each.
- Days 1 to 2: tracking first. Install the oaiq pixel and confirm page_viewed fires. Persist
opprefthrough your site into your CRM. Add UTMs on every ChatGPT URL and a matching Google conversion action on the same goal. Verify the account; ad review takes about 24 hours and business verification can take days. - Day 3: launch both. One ChatGPT campaign, Clicks objective, $50 to $75 daily, manual max CPC of $3 to $5 or Maximize results. Two or three ad groups, each with a few hundred words of context hints written as the questions a customer would ask. Two ads per group: one with a real person's photo, one with a logo. Same landing page as the Google control.
- Days 3 to 5: delivery check. Uneven delivery between groups is normal; a group at near-zero impressions usually has hints that are too long or too narrow. If spend is not reaching budget by day 5, cut the hint text.
- Days 6 to 9: first read. Expect 0.5 to 1.5% CTR on ChatGPT against about 6% on Google; that is not the test. Reconcile reported clicks to sessions. Conversions post 24 to 48 hours late, so read the funnel through day 7 on day 9.
- Days 10 to 12: iterate once. Pause the losing creative in each group and move winning hint phrasings into the strongest group. If nothing has converted on 100+ clicks, test a lighter conversion (form started, quote requested).
- Days 13 to 14: decide. Compare cost per acquisition on the same goal using the reconciled click count. Keep ChatGPT if its CPA is within about 1.5x of Google; incremental reach is worth a premium if the leads are new customers. Then add the hint phrasings that drove ChatGPT conversions as keywords and copy angles in the Google campaign.
