A working number: $750 a month, the $25 floor for 30 days, buys roughly 190 clicks at a $4 CPC. The figures in circulation come in three layers:
- What OpenAI publishes. The $25 floor, the $3 to $5 CPC bid, the 2x daily and 7x weekly caps and the postpay rules (Help Center). Ads Manager also pre-fills a $60 maximum CPM bid on Views campaigns (Choice Marketing, WebFX), a ceiling, not a price.
- What the press reports. A $60 CPM and a $200,000 commitment at launch (The Information, January 2026); $25 to $45 by April, with a $15 low via Ad Age (Digiday). Managed-buy rates, not a rate card.
- What practitioners report. Average CPCs from $3.14 (Workshop Digital) to about $9 (Symphonic Digital), $7 in the test Adweek covered, and $8 to $18 in software and finance, vendor-reported by Cloro. The bid field takes $0.01 to $100, placeholder $3.00 (r/PPC).

Clicks bills per valid click, with OpenAI's only bid guidance: "we recommend starting with a maximum bid of $3 to $5 USD per click." Conversions bills per click (oCPC) or per impression (oCPM), never per conversion, toward one standard event, and has no recommended bid.
Maximize results, the default for eligible new ad groups, sets bids within a daily budget and "does not guarantee delivery against a specific CPA, CPC, ROAS, or other cost-efficiency target at this time" (Help Center). Manual: Max bid gives a hard ceiling.

Minimum spend and daily budgets by currency
There is no account-level minimum spend published anywhere. The only floor is per campaign per day, by billing currency. All 21 (Help Center, updated September 2026):

Pacing math: what $25 a day actually allows
A daily budget is "the average amount you want the campaign to spend per day over a seven day period," not a cap. Daily spend "will not exceed twice" the daily budget and seven-day spend "will not exceed seven times" it (Help Center). Worked through:
- $25 a day. Any single day can reach $50; any rolling seven days cannot pass $175.
- $100 a day. Up to $200 in a day and $700 across seven, OpenAI’s own example (Daily Budgets).
- Budget must cover the bid. The daily budget cannot be set below the effective ad-group bid; OpenAI’s example is a $250.50 bid blocking any budget under $250.50. At a $3 to $5 CPC this never binds.
- Campaign-total budgets pace over the schedule instead, to 365 days, or 60 with no end date (Budget Pacing).

Billing: postpay, thresholds and the card hold
ChatGPT Ads "currently uses a postpay billing model that charges advertisers after ads have been delivered" (Help Center). The payment threshold, $25 in OpenAI's example, starts around there, rises automatically and cannot be changed manually; the card is charged each time unpaid spend reaches it. Adding a card may show a temporary $50 or $100 authorization hold for up to 7 days.

On the Google CPM. WordStream's 2026 report publishes no CPM, so any Google Search CPM is derived. CPC times CTR ($5.42 times 6.64%) gives about $360 per 1,000 impressions, which mostly shows CPM is the wrong unit for a channel where 1 in 15 impressions is a click; a ~$38 figure circulates in trade press with no stated method. On ChatGPT, at the 0.91% advertiser-reported CTR (EMARKETER), a $4 CPC implies an effective CPM near $36. Compare on cost per click and cost per outcome.
What to budget for a test
Three scenarios on the Clicks objective. Assumptions: a $4 CPC, the middle of OpenAI's guidance; impressions back-calculated at 0.91% CTR (advertiser-reported, EMARKETER) and 0.6% (the agency test Adweek reported); conversions at 2% to 6%, the vendor-reported band from Lapis. The auction is second-price and relevance-weighted, so most of your cost is decided before the bid:
- Relevance. Ad selection weighs the conversation, landing page, title, copy and context hints (Help Center).

OpenAI's answer is four customer stories, advertiser-measured:
- Newegg (product feed ads): 3x ROAS over 28 days and 7x during its two-week Fantastech Sale (OpenAI, August 17, 2026).
- Stream: about 2x ROAS (OpenAI, September 1, 2026).
- Jotform: 60% lower cost per signup than paid social and 30% lower than paid search (OpenAI, September 3, 2026).
- LegalNature: about 40% of ad visitors started the document flow immediately, last-click (OpenAI, September 3, 2026).
The other side: Adweek collected tests where the economics did not work: Choice OMG spent $415 for about 9,000 impressions, a 0.6% CTR, and zero conversions from 60 clicks at $7 each (Adweek via Yahoo Finance, August 2026). PPC Land reported Walmart's direct ChatGPT sales converting at a rate 3x lower than its website traffic (PPC Land, February 2026). Against that, Criteo measured LLM-referred users converting about 1.5x higher than other referral channels (Criteo, March 2026).
