Three jobs, three kinds of tool
Research tools show the market. Reporting tools score your creatives. Launch tools make the next ad and put it in the account.
Fb ads tools for research are ad libraries. Meta’s own library is free and shows one advertiser at a time. The ads library here is the researched cut: hooks, formats and run length across advertisers, which is the question a strategist actually has.
Reporting tools score the creatives already in an account. Motion, the creative analytics platform at motionapp.com, is built for that job: it groups ads, tags them and reports which creative won. It is priced on ad spend, from $750 a month. It is the wrong tool if you do not yet have a creative history, and it is not a research library.
Launch tools write the next ad and, if you approve it, put it live. Sprites is this job and the research job together: it reads the libraries and your accounts, writes the hooks and the ads, and launches them on Meta once you approve. A 7-day trial is $1. The hook generator is the smallest version of the writing half. Creative analytics is the read.

Questions
What are the best Facebook ads tools?
It depends on the job. A library for research, a creative-analytics tool such as Motion for scoring ads you already run, and an agent that writes and launches the next ads if that is the bottleneck. One tool rarely does all three well.
What is a Facebook ads reporting tool?
Software that connects to the ad account and shows creative-level results: which hook, format and offer is earning the spend. Motion is the known one in that category. Reporting does not find competitor ads and does not write the next test.
Do I need a separate Facebook ads tool if I have Ads Manager?
Ads Manager reports the account. It does not show you a category of competitor ads with their hooks, and it does not draft the next creative. Those are the two jobs a separate tool is for.
