Manual bidding caps what you pay. Set under the suggested range and LinkedIn wins you a sliver of impressions, if any.
An audience too narrow
Job titles plus seniority plus company size plus a list exclusion. A 60,000-member audience can still be too thin for a $200 daily budget at your bid.
The campaign caps it
A total budget on the campaign (formerly campaign group) or an end date stops every ad set under it, whatever the ad set budget says.
Weak ads
Low engagement lowers relevance and raises the price of each impression. The same bid buys less.
A lifetime budget paced over a long schedule
LinkedIn spreads a lifetime budget across the run. Daily spend looks low because it is meant to.
How to fix it, step by step
Compare spend with budget
In Campaign Manager, add the Spend and Daily budget columns at the ad set level. Note which ad sets fall well short.
Check the bid strategy
Edit the ad set. If it uses Manual bidding below the suggested range, raise it into the range or switch to Maximum delivery.
Check the forecast
In the targeting step, read the forecasted audience and results. Remove a facet or turn on audience expansion if it is thin.
Check the parent campaign
Look at its total budget, its schedule and its status. Raise or remove the cap if it is binding.
Refresh the ads
Add two or three new ads to ad sets with low click-through. Better engagement buys more impressions at the same bid.

Why is LinkedIn not spending my daily budget?
Usually the bid is too low for the audience, or the audience is too small for the budget. Raise the bid or switch to Maximum delivery first, then widen targeting.
Is Maximum delivery or Manual bidding better?
Maximum delivery spends the budget and lets LinkedIn set the bid. Manual bidding controls cost per result but underspends when the cap is low. Use Manual only when you know your ceiling.
How big should a LinkedIn audience be?
LinkedIn needs at least 300 members to deliver at all. For steady spend at a normal budget, aim for tens of thousands.
Will a bigger budget make it spend?
No. An ad set losing the auction will not spend a bigger budget either. Fix the bid or the audience first.
How long after a change should spend pick up?
Usually within a few hours. Give it a day before changing anything else.
