The setup, without the folklore

The creator approves the brand in the Instagram or Facebook partnership controls, or shares a code. You then pick that identity when you create the ad. If the approval is missing, Ads Manager will not offer their handle, and uploading the file to your page is a different ad.

TikTok’s equivalent is a Spark code, covered on TikTok Spark Ads. They are not interchangeable permissions.

What it costs beyond the media

Questions

Are partnership ads the same as whitelisting?

In practice, yes. Whitelisting is the word brands used. Partnership ads is Meta’s product name for running from the creator’s identity with their permission.

Can I partnership-boost a post the creator already published?

Yes, when they approve the partnership on that post or give you the code. Boosting it from your page without that approval is just your ad, with their video, if you also have the usage rights.

Do partnership ads need a different campaign?

No. They are an identity setting on the ad. They can sit in the same ad set as your page’s ads, which is how you find out whether the handle is worth the fee.
