New ad sets do not inherit conversions. A rule created after launch, or an ad set duplicated without it, counts nothing.
The URL rule never matches
An Exact match on a URL that redirects, adds parameters or moved in a redesign. The tag fires; the rule ignores it.
The tag is missing on the conversion page
The thank-you page lives on a form tool, a scheduler or a subdomain the tag never reached.
The event fires before the tag loads
A form that redirects instantly, or a click event fired before lintrk is ready, loses the conversion.
The conversion is disabled
Someone switched it off, or it shows Inactive in Conversion tracking.
How to fix it, step by step
Read the conversion status
In Campaign Manager, go to Measure, then Conversion tracking. Unverified or No recent activity means no matching event arrived. Inactive means it is switched off.
Check ad set attachment
Edit the conversion and open the ad set section. Add every ad set that should get credit, including ones launched after the rule was created.
Test the URL rule
Complete a real conversion and copy the final URL from the address bar. Compare it with the rule. Switch Exact to Starts with or Contains if the URL varies.
Check the tag on the conversion page
On that final page, filter the Network tab for px.ads.linkedin.com. No request means no tag on that page.
Add a server-side source
Where browser tracking keeps losing events, send the conversion through the Conversions API from your backend or CRM.

Questions
Why does LinkedIn show fewer conversions than my CRM?
LinkedIn only counts conversions it can tie to a member who clicked or viewed your ad inside the window. Blockers, consent and people switching devices take a share. A gap is normal. Zero is broken.
Why do new ad sets show no conversions?
Conversions are attached ad set by ad set. A new or duplicated ad set needs the conversion added to it.
Which URL match type should I use?
Starts with or Contains for most thank-you pages. Exact breaks on parameters, trailing slashes and redirects.
How long until a fixed conversion shows data?
Expect results within 24 hours of the next real conversion. Past conversions that were never recorded do not come back.
Can the Conversions API fix this?
It recovers conversions the browser loses. It does not fix a rule that is detached from your ad sets. Fix the attachment first.
