Why a published average will not budget the account

How much should a small business spend?
One ad set, funded so it can collect the event you optimize for, for two weeks, before you open a second. Splitting $20 across five ad sets produces five ad sets that never learn.
Does the cost include the creative?
The ads manager bill is media. Creators, production, and tools sit on top. A $99 video that runs for a month can be cheaper than a cheap CPM on a stale ad.
