What has to exist before the first dollar
A Facebook page, an Instagram account if you want those placements, a Meta pixel or Conversions API on the site, and a payment method. Without an event that fires on the result you care about, the campaign can only optimize for clicks.

The campaign holds the objective. The ad set holds the budget, the audience, and the placements. The ads hold the creative. Advantage+ sales campaigns collapse a lot of the audience choices and will take many ads in one ad set. That is the default worth starting from for a store.
Learning limited means Meta does not expect the ad set to reach about 50 optimization events in 7 days. The cause is usually too many ad sets for the budget. The diagnosis is on learning limited, and how many ads the account can actually feed is on how many creatives.
What the ads have to be
The first frame has to state the product and the reason to care. UGC-style video, a static with one claim, and a carousel of the product in use are three different ads. Three crops of the same photo are one ad.

How much do I need to spend to advertise on Facebook?

Should I start with traffic or with purchases?
Optimize for the event you would pay for. A traffic campaign learns to find clickers. It does not learn to find buyers, and switching the objective later throws away what it learned.
How many ads do I launch with?
A few that are genuinely different. Advantage+ can hold many more, and most accounts cannot fund that many. Start with distinct hooks, then add when the first set has spend behind it.
