CPC is not the cost that matters

Set the budget from the conversion, not from a blog average
Decide the cost per customer you can pay. Multiply by the customers you want. That is the budget. If that number cannot buy enough clicks to learn, the offer or the channel is the problem, not the daily cap.
An account that has been spending without that math gets a Google Ads audit before it gets a bigger budget.

Is Performance Max cheaper?
It can spend in cheaper inventory, and it can also spend on queries you would never buy. Cheaper is not the same as better. Read the products and the conversions, not the CPC alone.
