How to fix it, step by step
Read the status
In the Campaigns table, look at the Bid strategy type column. Hover Learning to see the reason, like a recent change or a setting change.
Find what triggered it
Open Change history and filter for bidding, budget and conversion goal changes in the last two weeks.
Stop stacking changes
Leave bids, targets, budget and goals alone until learning ends. Batch the next set of changes into one edit.
Judge on the right window
Compare performance over at least one full conversion cycle, by conversion time, not day by day.
Move targets in small steps
When you do change a target CPA or ROAS, move it 10 to 20% at a time.

How long does Google Ads bid strategy learning take?
Google says up to around 50 conversion events or three conversion cycles. Accounts with lots of conversion history often learn faster.
What resets the learning period?
A new or changed bid strategy, a large change to the target or budget, changes to conversion actions, and adding or removing many campaigns under a portfolio strategy.
Should I pause a campaign that is learning?
No. Pausing and re-enabling can restart learning. Let it run unless it is spending badly beyond your tolerance.
Why did my CPA go up during learning?
The strategy is testing bids to recalibrate. Some volatility is normal; judge it after learning ends.
Can I change the budget while it is learning?
Small changes are fine. Large ones can push it back into learning, so move in steps.
