How to fix it, step by step
Measure the lost demand
Add Search lost IS (budget) to the Campaigns table. Above 10 to 20%, the budget is a real limit.
Decide on profitability
Compare the campaign CPA or ROAS with your target. Raise the budget only on campaigns that hit it.
Raise the budget
Click the budget in the Campaigns table, or use the budget recommendation in Recommendations, and raise it in steps of 20 to 30%.
Or cut the waste
Pause zero-conversion keywords, add negatives from the search terms report, and trim locations and hours that do not convert.
Lower bid adjustments
Reduce large location, device or audience adjustments so the budget buys more clicks.

Google averages spend over the month and can spend up to twice the daily budget on busy days, so single days can look under. Check monthly spend against daily budget times 30.4.
