How to fix it, step by step
Find the inactive keywords
Open Campaigns, then Audiences, keywords and content, then Search keywords. Filter the Status column for Low search volume.
Add broader versions
Add the core phrase in phrase match or broad match, and shorter, more common wordings. Keep the long ones; they reactivate when volume appears.
Check search demand
Use Tools, then Planning, then Keyword Planner to see which phrasings people actually search.
Wait for the recheck
Google rechecks the status regularly, so give it about a week before judging the new keywords.

What does low search volume mean in Google Ads?
The keyword has very little or no search history on Google, so it is inactive and will not trigger ads until searches increase.

No. The status is unrelated to bid, Quality Score and ad copy. Only search volume changes it.

No need. They cost nothing while inactive and reactivate on their own if searches pick up. Add broader keywords next to them.
