Billing is not set up or failed

An enabled campaign with every ad group or keyword paused is Not eligible. Easy to miss after a restructure.
Keywords have low search volume
Very specific keywords with almost no search history are switched off by Google until volume appears.
Bids far below the market
A manual CPC of a few cents, or a target CPA far under what the market pays, can price the campaign out of every auction.
Targeting matches nobody
A tiny radius, a language your audience does not use, an ad schedule outside your audience’s hours, or an end date already passed.
How to fix it, step by step
Confirm billing
Open Billing, then Summary. A new account needs a payment method before anything serves.
Check status top to bottom
Campaign, then ad groups, then ads, then keywords. Every level needs at least one enabled item, and at least one approved ad.
Read keyword status
In Keywords, check the Status column for Low search volume, Not eligible or Rarely shown. Broaden match types or add more common phrasings if most keywords are inactive.
Test with Ad preview and diagnosis
Tools, then Troubleshooting, then Ad preview and diagnosis. It names the reason a specific keyword does not trigger the ad.
Loosen bids and targeting
Raise the default bid or the target CPA, widen the location and check the ad schedule and end date in campaign settings.

How long before a new campaign gets impressions?
Usually within a day, once ads are approved and billing is active. Days of zero mean something is blocking it.
Why does my campaign have impressions but no clicks?
The ads show but do not earn the click. Look at the search terms, the ad copy and the position you win, and at click-through rate by keyword.
Can a negative keyword cause zero impressions?
Yes. A broad negative, or a negative list that contains your main keyword, blocks the very searches the campaign targets.
