Smart Bidding only enters auctions it expects to win at your target. A target far below your real CPA leaves budget on the table every day.
Bids or bid caps are too low
A manual CPC or a Maximize clicks cap under the market price loses on Ad Rank. Search lost IS (rank) shows how much.
Not enough search volume
Exact match on niche terms, or keywords marked Low search volume, simply do not produce enough searches to spend the budget.
Targeting is too narrow
A small location, a short ad schedule or excluded devices shrink the pool of auctions.
Ads are limited by policy or still learning
Ads limited in some locations, or a bid strategy recalibrating after a change, deliver less for a while.
How to fix it, step by step
Find out what limits it
Add Search impr. share, Search lost IS (rank) and Search lost IS (budget) to the Campaigns table. High rank loss with low budget loss means bids or targets are the limit.
Loosen the bid target
In campaign settings, open Bidding and raise the target CPA or lower the target ROAS by 10 to 20%. Move in steps so the bid strategy does not restart from scratch.
Add volume
Check keyword status for Low search volume. Add phrase or broad match variants of your best exact match keywords.
Widen targeting
Review locations, ad schedule and device adjustments in campaign settings, and remove any exclusion you cannot justify.
Check the ads
Open Ads and filter for Eligible (limited). A limited ad serves in fewer places and spends less.

Will raising the budget make Google Ads spend more?
Only if the campaign is limited by budget. If Search lost IS (budget) is near zero, more budget changes nothing.
Why did my Google Ads stop spending overnight?
Look for a failed payment, a disapproval, a paused entity or a bidding change in Change history on the day it stopped.
Can Google Ads spend more than my daily budget?
Yes, on a single day it can spend up to twice the average daily budget, but over a month it stays within the daily budget times the average days in a month.
Why is Performance Max not spending?
