How to fix it, step by step
Do the math
For each ad set, multiply the daily budget by 7 and divide by your cost per result. Under 50 means it cannot exit learning at that budget.
Consolidate ad sets
Merge ad sets with similar audiences into one. Move the best ads in and turn the rest off. Fewer ad sets, more events each.
Use Advantage+ campaign budget
Set the budget at the campaign so Meta can move money to the ad set getting results.
Raise budget in steps
Increase budgets on the ad sets you keep. Moves of around 20% at a time avoid restarting learning.
Move up the funnel if you must
If purchases are too rare, optimize for add to cart or initiate checkout until volume supports purchases.
Widen the audience and loosen the bid
Turn on Advantage+ audience, drop unneeded exclusions, remove a tight bid cap.
Leave it alone for 7 days
No significant edits for a week. Let it count.
