Meta paces across the week, not the day. One day under budget next to one day over is the system working.
How to fix it, step by step
Compare spend to budget over 7 days
Look at 7 days of spend against 7 times the daily budget. If the week is close, there is nothing to fix.
Check the bid strategy
Open each underspending ad set or campaign. If it uses a bid cap or a cost per result goal, raise it to your real cost or switch to Highest volume.
Check estimated audience size
On the ad set, look at the audience estimate. Widen it: broader location, fewer exclusions, Advantage+ audience.
Consolidate
Merge ad sets that target similar people into fewer ad sets with bigger budgets, or move them under one campaign with Advantage+ campaign budget.
Add creative
One tired ad limits how many auctions you can win. New concepts give Meta more ways to spend.

Why is Meta not spending my full daily budget?
Usually a bid cap or cost goal, an audience too small for the budget, or a budget spread across too many ad sets. Check spend over a full week before changing anything, because Meta paces across days.
Can Meta spend more than my daily budget?
Yes. On a given day Meta can spend up to 75% above the daily budget, and it keeps weekly spend within 7 times the daily budget.
Will raising the budget make it spend more?
Not if the budget is not the constraint. An ad set that cannot spend $100 will not spend $200. Fix the bid or the audience first.
Is underspending bad for performance?
It is a signal. Underspend with good results means a cap is doing its job. Underspend with rising costs means the ad set is starved of reach or creative.
Does Advantage+ campaign budget fix underspend?
It helps when the problem is budget spread thin across ad sets. It does not help when every ad set has a bid cap or a tiny audience.
