Billing stopped the account
A declined card or an unpaid balance halts every campaign at once while each ad still reads Active. If spend stopped across the whole account on the same day, start here.
An account spending limit was reached
The account spending limit in Billing and payments caps lifetime spend. When you hit it, delivery stops until you raise or reset it. New accounts also carry a daily limit Meta sets for you.
The ad is on, its ad set or campaign is not
An ad can be Active under a paused ad set, a campaign past its end date or an ad set whose schedule has not started. The ad toggle says on. The effective status says otherwise.
A bid cap or cost per result goal is below the auction
If you ask Meta for leads at $20 and the auction clears at $45, it will not enter you. No warning, just no spend. A ROAS goal set above what the account has ever done does the same.
The audience is too small or overlapping
Stacked exclusions, a tight radius or a small custom audience leave nothing to buy. Several ad sets aimed at the same people also bid against each other.
The ad is still in review or quietly rejected
Edits send an ad back to review. A rejected ad inside an active ad set shows up only in the delivery column and Account Quality.
How to fix it, step by step
Check Billing and payments first
Open Billing and payments in Meta Business Suite. Fix any failed payment, pay the open balance, and look at the account spending limit. Raise or reset it if spend is near it.
Read the delivery column, not the toggle
In Ads Manager, open the Ads tab and add the Delivery column. Anything that says Not delivering, Ad set off, Campaign off, In review or Rejected tells you which level is blocking.
Walk up the tree
Confirm the ad set and campaign are on, inside their schedule and not past an end date. Turn on the level that is off.
Loosen the bid
Edit the ad set or campaign bid strategy. Remove the bid cap or raise the cost per result goal to your last 30 days of actual cost, or switch to Highest volume while you diagnose.
Widen the audience
Check the estimated audience size in the ad set. Remove exclusions you do not need, widen the location and turn on Advantage+ audience if you are still on manual targeting.
Give it a few hours
Spend usually restarts within hours of a fix. Avoid stacking more edits in the meantime: every significant edit restarts learning.

Why does Meta say Active when nothing is spending?
The Active label is the switch you set on that object. Delivery depends on the account, the campaign, the ad set, review, billing and the auction. The Delivery column in Ads Manager shows what is actually happening.
How long should I wait before changing anything?
If an ad set has spent nothing for 24 hours with a normal budget, something is blocking it. Waiting longer will not fix a billing hold, a paused parent or a bid cap below the auction.
Does a bid cap really stop all spend?
It can. A cap below what the auction clears means Meta skips you rather than overpays. Raise the cap, raise the cost per result goal, or switch to Highest volume and watch whether spend returns within hours.
My ads stopped spending yesterday and I changed nothing. Why?
Look at billing and the account spending limit first, since those hit every campaign at once. Then check for a rejected ad or an ad set that hit its end date. A Meta outage is the last thing to suspect, not the first.
Will raising the budget fix it?
Only if budget was the constraint. An ad set that is blocked by status, billing or a bid cap will not spend a bigger budget either.
