Billing or the account spending limit
A declined card, an unpaid balance or a reached account spending limit stops the whole account. Every campaign goes flat on the same day.
Something above the ad is off
A paused campaign, an ad set whose schedule has not started or has ended, or a lifetime budget already spent. The ad looks fine. Its parent is not.
The bid strategy will not clear the auction
A bid cap, cost per result goal or ROAS goal set tighter than your real numbers. Meta skips the auctions it cannot win at your price.
The audience is too small
Narrow interests, a tight radius, stacked exclusions or a small custom audience. Ads Manager shows the estimated audience size on the ad set. If it is tiny, so is spend.
Ads are in review or rejected
New ads and edited ads go through review. A rejected ad does not spend, and an ad set with only rejected ads spends nothing.
The budget is too low for the event
A $5 daily budget optimizing for purchases at a $60 cost per purchase gives Meta almost nothing to work with. It may spend a little, or nothing.
How to fix it, step by step
Open Billing and payments
In Meta Business Suite, open Billing and payments. Clear any failed payment, settle the balance and check the account spending limit. Raise or remove it if you are close.
Add the Delivery column
In Ads Manager, look at campaigns, ad sets and ads with the Delivery column visible. The first level that is not Active is where spend stops.
Turn on what is off
Switch on the paused campaign or ad set. Fix a start date in the future or an end date in the past.
Loosen the bid strategy
Set the bid strategy to Highest volume, or raise the cost per result goal to what you actually paid over the last 30 days.
Widen the audience and fix review
Remove unneeded exclusions and turn on Advantage+ audience. Open any rejected ad, read the reason and fix it.
Wait a few hours
Spend usually restarts within hours. Do not stack more edits in the meantime.

Questions
Why is my Facebook ad not spending money?
Something is blocking it: billing, an account spending limit, a paused campaign or ad set, a bid cap below the auction, a tiny audience or an ad in review. The Delivery column in Ads Manager shows which level is stuck.
Is there a minimum budget for Meta ads to spend?
Meta enforces a small minimum daily budget per ad set, and the real floor is higher. Budget for several times your target cost per result each day, or the ad set barely has room to learn.
How do I check my account spending limit?
Open Billing and payments in Meta Business Suite. The account spending limit shows there with how much of it is used. You can raise, reset or remove it.
Do I need to create a new campaign?
Usually not. Fix the blocker on the existing campaign first. Duplicating a campaign that has a billing hold or a bid cap problem just copies the problem.
Why does one ad set spend and another does not?
Within a campaign using Advantage+ campaign budget, Meta moves money to the ad set it expects to perform. The others can sit near zero. That is allocation, not a fault.
